Unmetered supplies of electricity
The Utilities team have commenced work on conducting an informal consultation on the Electricity
(Unmetered Supply) Regulations (SI 2001/3263). These Regulations were published following a consultation carried out by the Gas and Electricity Markets Authority (i.e. Ofgem) in 2001.

The Regulations allow for electricity to be “sold”, in certain circumstances, without the quantity being ascertained by an approved meter and are commonly used for street lighting, traffic signals and other street furniture.
Industry has requested guidance on the Regulations following feedback that they are being interpreted in different ways by different suppliers and different distribution network operators.
Following the transfer of responsibility from Ofgem to the National Measurement Office (NMO) in April 2009 under the Energy Act 2008, NMO is now seeking to help clarify the matter for all parties concerned so that there is a clear understanding of how the Regulations apply in practice.

The project is expected to last until March 2012 (subject to response to the informal consultation).
